Please help identify this plant and help me rescue it

Hi there, i have a plant I inherit from a home and it looks like it's dying. Can you guys help me identify and suggest what actions I should take to keep it healthy. I live in the bay area where there are plenty of sunlight. I also have a dripper system. I have this soil meter device and the soil level reads moist.

It could be privit that is used for hedges.looks as if it's too close to the fence.

Thanks for the clue. I started tracking Privit tree and Ligustrum Vulgare looks like a close match. Agreed about it being too close to the fence, but I think its too difficult to move it now.

That's good and yes it's too difficult to move it.

I’d give it a good clipping. A hair cut would make a more pleasing shape and should invigorate thicker growth. Now is a great time for pruning also.
