Plant has weird spores growing on it

Hi all, I’m new to the forum. I realized this morning that a potted plant of mine is growing these weird spores (please see pic) and they all popped up this morning. It does not look healthy, looks sort of like mold is growing from each of the spores. It’s been raining heavily where I live for the past few days and there’s been high humidity but the plant has been indoors.
Does anyone know how I can fix this? Thanks!

Are the spots removable? What happens when you smear them with your finger? This looks like the beginning stages of hard scale insects. Neem Oil is an insecticide, miticide and fungicide and is the go to remedy for scale insects. If by some chance it is some sort of fungus it will take care of that too. Spray every 5-7 days for 3 weeks.
