pine needles

Hello, I'm trying to plant some angelonias and the place I want to plant them looks like was covered with pine needle mulch. Should i remove that before i put the soil on?

Pine needles are used for weed and grass control, as the oils in the pine needles will help retard the growth of weeds and grasses to some extent. I would move them to the side, plant your angelonias and place the needles back around the plants. They will help hold moisture in the ground also.
