I would like to over winter tomato and pepper plants. The only option is grow lights for lighting. Anyone have success with using grow lights? Do you take suckers for this, trim the main plant down, or something else? This also will be in our basement which is above 50 but not as warm as upstairs. Anyone have a similar setup with success?

Yes start by matching the indoor photoperiod with the outdoor photoperiod. Use timers to keep the indoor garden fans and light on a daily cycle. You can use seed, cuttings, or plants to grow indoors.
