Ornamental pear problem , pest ?

Could anyone please help me as to why why ornamental pear is turning red . I have two of the same and it’s only one that is doing this. I have attached a close up of the leaves .

A little background on their care and conditions would help. Sun/shade, watering, fertilizing, noted pests/diseases.
Picture#4 looks like some other plant. Maybe Star Jasmine?

Hi thank you for replying much appreciated .
Definitely not star jasmine I have that as a climber throughout the garden .
I fertilise with rustica plus which is only recent . The pear tree did this exact same thing last year and it was normal in colour in the previous years . It is in mid afternoon sun until sundown wind sheltered . The last photo is the other one which doesn’t have red leaves nor the marks on the leaves .

Can you get some pictures of the base of the trunk at ground level?
Have you had a soil test done? You need to do 2 test one for the red tree and one for the green tree. There could be a nutrient deficiency or an excess around the red one.
The fourth picture in the first group doesn't look like a pear leaf.

I haven’t had soil tests done .
The first 4 photos are of the non sick one also of the trunk although I can see the same red spots on leaves.
The last 4 photos are of the sick one .

Definitely have a soil test done.
I know both of them have the weed block around them, so it’s not the cause, but it really doesn’t help with gas exchange in the soil and can cause problems on its own. I would remove it within 10’ of that one at least. If you put a thicker layer of mulch around it, it will help with weed control without the gas exchange issue.
