New threat to my Garden, never before encountered-hoping for advice

my garden looks as if it has been raided by a deer, yet it is fenced in too high and there are no tracks. The top third of the tomato plants have randomly dissapeared. Also several pepper plants look as if the tops have been eaten. Not the same damage as caused by hornworms. The missing parts of the plants have completely disappeared

Zucchini, bush beans, radish and cucumber are unaffected. Happened during the day.
Did have a slight problem earlier in the season with a cutworm or two, remedied by eggshells and coffee grounds. I have been gardening for more years than I would care to admit and have only seen this type of destruction from deer, yet I'm sure this is not the case. It has been very very rainy.
Can't find any pests upon searching the garden. I live in MD and at am a loss??????

It might be rabbits,This is the first year that I've had any problems with them, they have gone after my young rose bushes and my veggie garden.

That's weird. Somebody's dog perhaps? One of my dogs will eat tomato plants.

Maybe so, except that the tomato damage is about three to four feet above the ground?
Rats can do the same type of damage but usually they leave some debris behind. Squirrels will sometimes steal an entire plant. Just because the damage is 3-4 feet from the ground doesn't mean that a rabbit or squirrel isn't the culprit.

Get a game camera and see if you can find the culprit. I think amazon had them for pretty cheap.
