Looks like Artemisia, aka wormwood, mugwort.

I would agree...look up Silver Mound Wormwood Artemesia. More nicknames include Ghost Plant and Dusty Miller.

Your one is lovely, very compact maybe a dwarf cultivar...such as.....Artemisia schmidtiana ‘Nana Attraction’

I appreciate the helpful replies, all- you've called it. Excuse the clover photobombing it- it's difficult to weed without pulling the artemisia and has now crowded it.

Artemisia schmidtiana 'Nana' (dwarf Schmidt wormwood) . It's a great plant. I've had it with purple violets - lovely

Yes, clover has a strong root system and is difficult to weed out. You might try just wetting the clover leaves with weed killer and a fine paint brush, being careful that is all you wet.
