Lettuce leaves turning yellow when still small

I’m growing romaine lettuce indoors, and it seemed to be doing very well. Then it suddenly stopped growing! It stays at a very small size, about four inches long, and the leaves are turning yellow! Old leaves die as new leaves sprout. I’m not sure whether they are dying, or this is just a normal stage in a romaine lettuce life. Thanks in advance! Here are some pictures.
