here is a map that gives a general last day of frost per zone... of course this will very from year to year...

this will give you a better idea when to start your long term plants.... mother natural does not use this map so best you have a plan "b" to holed the plants for a week or longer in a green house/cold frame.

my rule of thumb is Mothers Day. However, there are a few seeds I have put outside prior to that in pots and have done fine, sprouted, flowered etc. Not all seeds can do that. the flowers that can reseed themselves usually are the hardy ones that will stand one quick frost like that. Such as Nastursiums, (spelling) Columbine, forget me notes, I will pot up some pansies prior to mothers day.
