Is this a weed?

I found 3 of these in my garden. I thought they were some of my perennials coming up so I let them grow. They got a couple of feet high and hard to pull out. Hoping they were only weeds. Any ideas? Thanks, Christina.

Greetings, welcome to the Forums.

Common Mugwort (Artemisia vulgaris) is a fragrant, silvery-green herb in the Chamomile Tribe (Anthemidae) of the Daisy Family (Asteraceae). It is native to Eurasia, North Africa and Japan, and is also naturalized in much of North America and other places.
Its fragrant foliage is used in herbal medicine and aromatherapy.
There is a similar species, Western Mugwort (Artemisia douglasiana) native to the western United States and northern Baja California.
