Is my manhattan euonymus dead?

Hello - I'm a new home owner who planted two manhattan euonymus in the late fall. Now, one has lost all of its leaves and the other about half are gone. It looks like there are buds on the ones with no leaves - but I have no idea if they are dead or what to do. I thought these were low maintenance evergreen bushes and that is why I purchased them. Any advise would be greatly appreciated. Thank you.

Where are you? If it's cold, they are probably dormant.

Not a lot of snow this year at all... but temps have gone up and down a lot I'd say
