Is it a good idea or a bad idea to mulch trees? how about palms?

I've been mulching palms for awhile now and they seem to be happy with that, but what about trees with flares? Is it a good or bad idea to mulch a tree and cover the flare? say, with leaf or coir mulch?

The term flare is not one I'm familiar with but I assume you mean where the tree is grafted. If that is the case I would not cover it but mulching can only be a good thing ..

A tree flare is the place where the top of the roots meet the trunk of the tree:

You do not want anything touching or covering the root flare. Mulch to the outside of it.
