Identify Pole Tree Pruner

I need to identify the manufacturer of this manual pole limb pruner. It has a yellow extendable pole. The pruner blade only closes about 1/2 way. It was working then now it won't. It appears that there may be a second "arm" that is missing. The writing on the blade has mostly been rubbed off.
The first picture shows the blade open,
The second picture show the blade closed about 1/2 way.
The third picture show the "bolt" hole where the missing arm was attached?
The fourth picture shows the blade with the obscure printing on it.
Any ideas on who the manufacturer is and/or what is causing the blade to not fully close.
