I've tried soap and water, store bought insecticides and oraganic. today I made garlic oil, water with dish soap. What do I need to do to get rid of what ever critter is eating my sprouts!

You are being eaten up with loopers. Use either Bt or a spinosad based pesticide

Looks to me like you have two problems, slugs/snails and whitefly.
The usual remedies for slugs; for whitefly, the best thing to do is to just keep hosing them off, because, unless they absolutely infest the sprouts, they are unsightly, but harmless.
