How to germinate seeds in fall indoors?

So i have sowns some seeds during August and i kept them outside while it was still warm. Now it got chilly and i brought them indoors i bought led lamp for the seeds. So far after two day testing the lamp i see no result ? What might be the reason? Also how do i properly germinate this seeds during the fall indoors when in the room the temperarute is bellow 25c and the only way to give more oxygen is from outside window. The seedlings that came out in the summer they seemed they stopped growing.
