How soon can I direct seed outdoors, zone 6A ?

With so much information (and some a bit contradicting), I've come to this question:

In zone 6A, with temps spanning from 42F-70F this time of year, can I direct seed into raised beds -
tomatoes ?
chili peppers ?
basil ?
or is it still, too soon ?

I've had good experience with spinach for example, but I know it's more cold hardy than summer veggies.

It all depends on your soil temperature, not the ambient temps. The following pdf should be of use but you must have a soil thermometer.
