I really cannot see what those are because they are so out of focus. Could you take some clearer photos?

Mags28, I can't see what the bugs are, but if they are soft-bodied, an insecticidal soap will take care of them. If they are hard bodied (with a hard shell like a beetle) then you will need something else.
If you can't get a better photo, take an infected leaf in a sealed plastic bag to a nursery, and someone there may be able to tell you what the infestation is, and what to do about it. I'm not talking a big box store for advice, but a privately owned, knowledgeable nursery.
