Help with identifying this...bug or ?

Hello - One of my bushes has been taken over by this white bug or... not sure what it is...within a week! It's entirely covering this huge bush, on the leaves, the branches, it's all over it. I have tried spraying it with water and aphid killer, it's not working. They are white, don't fly....don't move but the bush is starting to die.

Looks like scale insects., probably Euonymus scale. Spray both sides of the leaves and stems with Neem Oil every 5-7 days.

Greetings, welcome to the Forums.

Euonymus Scale (Unaspis euonymi) is a sexually dimorphic scale insect (Duaspididae, Coccoidea) with adult males being white and oblong and adult females, brown and tear-shaped. Mobile immatures (nymphs) are orange, oval, and much smaller than the adults.
Though most often associeated with shrubs in the genus Euonymus of the Bittersweet family (Celastraceae), Unaspis euonymi is known to parasitize a wide range of host plants including: Buxus, Camellia, Celastrus, Daphne, Eugenia, Hedera, Hibiscus, Ilex, Jasminum, Ligustrum, Lonicera, Olea, Pachysandra, Paxistima, Prunus, and Solanum.
