Mid summer microscopic while scale on trunk seems to be killing my shrubs, planted 3 years ago have been doing fine till now. Thoughts

Doesn't apper to be insects as nothing is moving,,idk, scale of some sort??

Nope, I don't think it is scale but I can't tell for sure what it is because the picture isn't in focus. It sort of looks like a winged insect but can't tell. If it is a winged insect spray with a spinosad product.

You would expect some movement from an insect. What happens if you rub them?
