Help! What's wrong with my sweet potatoes?

I planted these slips last week. The soil was saturated from a recent rain. Have had rain once since. The only thing I have done new this year is hay mulch. Wondering if that could be the problem somehow. The man at the co-op assured us it had not been sprayed...any thoughts?
