That's a dandelion. Depends on what you would call a weed, I'm in CA also and I have dandelions all over my backyard so it is a weed for me.

Yes, this is Common Sow-thistle (Sonchus oleraceus) in the Chicory Tribe (Cichorieae) of the Daisy Family (Asteraceae).
Originally native to some part of Eurasia, it is now a cosmopolitan weed.
