Grow Lights

I have not been able to start seedlings from the cabbage family (broccoli, cabbage, kohlrabi, cauliflower, etc) under my grow for years now. Most other veggies I start under the lights work fine. At one time I had very little problem but in recent years the cabbage seedlings sprout and dampen off a few weeks later. I've tried different soils but have gone back to regular miracle grow seed starter. I've changed all the bulbs and put in Sylvania 6500K cool 8T lights but they are still dampening off. Can anyone offer any suggestions? Am I using the wrong lights?

From what I understand lights have very little if anything to do with seed starting. Its all about soil, moisture and warmth.
