Fuzzy underside

I've been spraying Neem Oil on our Ficus to tx Sooty Mold. I've also sprayed this plant, thinking it might tx the fuzzy stuff collecting under the leaves. But it doesn't seem to be helping, what is it and how do I tx it?

I am a myopic, but really not seeing a mold here. That has a construction appearance, which would, especially given the use of a leaf as a roof, be some vigorous insect trying to set up a household.

This did not come from the ficus plants we were treating for mold, I was just spraying it in the hope that it would work for what you see here So I will stop using the neem on it and try an insect repellent because antifungal spray hasn't worked either.
