DIY Liquid Fertilizers From Garden Weeds

So, quite a long time ago I pulled weeds and covered them with water in a lidded bucket. Such a long time ago that I can't remember if it has been one year or two since I did it (got busy with work and forgot about it),

Now I am wondering if a) I can still use it, and b) if not, how I can safely dispose of it.

Any thoughts?
