You have early stage Black Spot fungus on your rose. If not treated it will spread to other plants in the garden. Next the leaves will start to yellow and fall off. Remove all damaged leaves and clean the area under the plants of any fallen leaves and burn them. Spray weekly with a copper based fungicide or Neem.
