Disease on grapes

Not sure what this is but the new growth burns and twists and they have a powdery look to the leaves. This is on grapes, 6-8 hr of sun, well water with hard water, PH 6.0, no fertilizer. They never grow well.

That is scale. Spray every 7 days with Neem during the morning hours. Both sides of the leaves.

Oh, oh, it looks like there is a parasite? On second thought, that brown patch in the leaves can be due to excessive heat. The sun's rays can dry leaves when the weather is too hot. We also have a grape vine here and I just pruned it this weekend in the hope that it would bear some flowers. Wait, I looked at the pics again and it's only now I noticed the young leaves that are not normal. I think it is a parasite.
