Critters on my Rose of Sharon

Hi everyone!
New to the forum, but am getting my behind kicked by what I think are aphids on my rise of Sharon. Wanted to avoid harsh pesticides, have tried soapy water, but that doesn’t seem to be helping. Any other ideas?
