Catnip kept outside over winter, will they re-vegetate? (woody stems)

I have 3 catnip plants that grew great last summer. I trimmed them in the fall and they stayed outside over the winter. One of the plants has green leaves growing out of it again, and looks like it will flourish again. However the other 2 plants are just wooden stumps/stems, and I don't know if they're capable of sprouting new growth? Does anyone experienced with catnip or similar know if this looks like it will eventually start growing new leaves? I'm in Massachusetts, and it's been a cool spring so far, maybe they'll grow as we get more sun and heat?

Also, in the 2 pots where there's no leaves growing, there are a couple little sprouts growing along the edges of the pot, maybe thats growing from the same root system, and I should just let those grow out?

Catnip is a perennial meaning it will come back from the roots and those pictures look like catnip

that's what I assumed, but is there a point where the stems become too woody to sprout new leaves? maybe I just need to wait a few more weeks.

Also, does anybody know about the white dots on the leaves? might be some kind of mildew. I'm guessing cats should not consume leaves with the white dots on them?

It will sprout from the root system and not necessarily from the stem. And those white dots are from a sucking insect.

Our catnip planted in the ground dies back and renews in soring. The ones in pots freeze mostly. A big pot or raised bed might make it here.

you guys were right, everything's growing back from root level. there's shoots popping up all over the place, even though there's nothing coming out of the stems.

I pruned the tall shoot, it should start growing 2 new shoots:

finally, after pruning, I looked on the underside of the leaves, and there looks like some kind of insects. does anybody know what kind of bugs these are, and how i can safely get rid of them? I have neem oil. I would prefer something safe for cats, but I'm not giving this to my cat anyways if it's covered in insects:

Oh the bugs will not eat much. My wife has harvested some for Christmas cat toys already. There are bunches hanging from the ceiling in the garage.
