Can Anyone Tell Me What Hedge / Shrub Produces These Incredible Flowers?

I walked past a hedge full of these last summer and took this photo thinking I need to get this into the garden somewhere!

Does anyone know what type of shrub or hedge (they were certainly using it as hedging) it is?

That looks like Blue passionflower which is actually a vine that can easily be trained to be a hedge.
