bugs or vitamin deficiency

This infestation is occurring across species in one part of my garden only. What can I do. I have been spraying neem on the leaves and the roots once a week. Please help. Thank you

To me it looks as though the plants are stressed, that usually means a lack of water or nutrients or both. Your plants are very close to a wall which means they will be sheltered from the main rainfall in your garden.

Lack of water...or too much water can also stress plants like this. @pikas2008 where do you live; what are the general conditions? I agree it looks like some sort of watering issue.
