Bug on gardenia

I am in Australia and my gardenias are slowly failing. My True love plant has holes in the leaves and I have recently seen next to these holes, what looks like a tiny cocoon made up of a little pile of chewed up leaves. What is this bug ? Ot is attacking my magnifica now as well. Also, the bud tips on the magnifica are turning brown and shrivelling up??

Sound like bagworms.

Not sure, I just got gardenia clippings few months back. I really don't know if those moth eat gardenia leaves. I have seen those feeding on my basil though.
