Best use of compost?

I have some 4 foot circular cloth garden bags that I've used for 4 years. I originally put commercial soil with added fertilizers and then added my homemade compost to the top. When I plant this spring, I want to add some of my compost to the existing soil. Can I mix it in to the top layer of soil, or is it best just laid on top of the bed?

I would mix some in and add a couple of inches on top.
