Are these water spouts/ suckers

We have planted a lemon tree recently and I find these green branches growing off the main stem. I have a strong suspicion that this are sucker branches growing off. Can you kindly help identify. Do I need to cut these off?

The tree is usually grafted onto a different root stock and suckers come from below the graft, often from below ground. Can you see the junction between the root stock and the tree? If they are coming from below that they are suckers and should go as soon as possible. If not your tree is putting on growth already, result, and you should leave until you prune.

The graft point on your tree is below that white tape, so no need to worry about root stock suckers. A lemon tree is not really a tree, it is a bush when left to grow naturally. If you want a tree then cut off all of that new growth growing out of the trunk. A lemon tree produces much less than a lemon bush so if you want a lot more lemons leave it alone
