Got these weird white things. I don't think its mealybugs or scale and they don't seem to be living. Maybe its a fungi or residue from an insect idk. Any ideas?

This does look like some type of Homopteran insect. There are various aphids, mealybugs, and scale that will cover themselves with various white, fluffy, indumenta. Do you know the identity of the shrub or tree on which they rest?
Collect some and bring them inside under good light, to both photograph them better (use your macro feature and prace the camera for sharpness) and to examine them. Carefully scrape away the indumentum and see what lies beneath. Please do post any new photographs. I would be curious to learn more about this.
