Advice on growing sea buckthorn in Georgia zone 7A

I was wondering how I should grow sea buckthorn in USDA zone 7A in Georgia. I have tried planting seeds but it seems like every time I plant them the sprouts just die off. I am using standard potting soil. I was wondering if root rot is killing them or if I should add something like mulch to improve the drainage of my soil.
